In the context of Wikiversity, free content usually means learning resources that can be freely copied and re-used according to the terms of a license such as the GNU Free Documentation License or resources that are in the public domain. While it is possible that you might some day find Wikiversity content in a form that you have to pay for (such as a DVD), Wikiversity content is generally available "for free" in the sense that no fees are charged to access the content via the internet.
