Proposal of yearly confirmation of Bureaucrats

I propose introducing a yearly confirmation requirement for custodians and bureaucrats on this wiki. While some Wikimedia projects already use periodic reconfirmation, it is not universal. Implementing an annual review could:

• ensure continued community trust
• encourage accountability and transparency
• open room for feedback on activity and conduct
• help identify inactive or disengaged rights holders

The confirmation process could be simple — once per year, community members may support, oppose, or comment on whether the user should retain their rights. Users with no significant participation or without sufficient support could be reviewed by the community for removal or inactivity procedures.
