Saluton, Crochet.david ! While the sourced link doesn't mention it, it is a free work and I wouldn't have uploaded it if I didn't knew it. Here is a copy of the answer from Damian Conway to the email where I asked him for permissions:

Hi Mathieu,

I think an Esperanto port of Perligata would be a wonderful idea.

The module does have a copyright and licence: you will find it under
"IUS TRANSCRIBENDI" at the very end of its documentation.

As it was released under the Perl Artistic License, you do not actually
require my permission to modify or adapt it...nevertheless, I am happy
to give you that permission.

I look forward to seeing what you can accomplish with this project.
We may finally be able to say that there is a version of Perl 5 that has
a regular and sane grammar! ;-)
