There is not yet any formal policy on bureaucrat actions but bureaucrats are expected to respect community consensus. There is not yet any formal relationship between the set of Wikiversity bureaucrats and the set of Wikiversity custodians. There is not yet any formal procedure of requesting the bureaucrat tools. In principle anybody may request the tool, we expect however the candidate understands the work of custodians.
